Add pyright?

I like pyright a lot— but at some point I plan to switch to astal's ty when it's released

looks interesting and ty looks like it's released now.

some notes:

there is a really nice feature that detects when your # ty: ingnore[name-of-thing] is not needed

• rule levels
• a really nice one default disables
• set in pyproject.toml

I was wrong about release. It's still in alpha with an expected release some time this year.
