Broken Images in ESMF Documentation

Build Reproducer test_doc_build.tar.gz

HTML images generated from EPS files are inconsistently broken.

Since this is not occurring in the PDF manual it is likely an issue related to latex2html. This step is executed by the do_l2h script (csh)

Possible solution after upgrading build environment to ubuntu-25.04

Try adding to
\usepackage[outdir=./]{epstopdf}
after
\usepackage{graphics}
in the .ctex files

Best solution seems to be to convert images from eps to pdf and build using a newer texlive toolchain.
