Is it correct that this feature is tied to the release?
I just tried to restore the download/backup I created with 1.23 to 1.24. Unfortunately, that completely failed...

This feature is mostly for developers and power users who constantly flash different firmwares and need to roll back to specific versions. It is NOT a tool to migrate the settings between versions.

With that said, I just tried to restore ats-mini-eeprom-223-71.bin on v224 and it worked fine (the reappearance of the QR code screen is expected).

Also the phrase "competely failed" has very little information that can help me understand what happened. How exactly this failure looks like?

Yes, okay, there's some missing information. I agree with you.
If I play it back, I end up on the 5m band. If I then try to change the band, the radio resets and ends up back on the 5m band.
I haven't tried anything else.

Yes, there's something wrong. I just tried it again directly, without upgrading to a new release. The exact same thing happens there, too. So it's release-independent.
