[doc]esptool @build/flash_project_args don't work with Powershell (IDFGH-17029)

here gives an example cmd, but not work with powershell. the @ would be a feature of powershell called splatting.

To resolve the issue, you can enclose the @build/flash_project_args in quote mark "". Another option is to prepend the command with backslash \.
