I try to compile the camera example in the esp32-camera component and I get:

So you want to use the jpeg library in your bootloader? But the bootloader build won't include FreeRTOS, that's why you see the build error.

Thanks for the answer. In fact I am not interested in using the jpeg library in the bootloader. However, when I try to compile the example program in esp32-camera, with the camera component installed, a folder
managed_components/espressif__esp_jpeg is created with jpeg_decoder.c in it. This is where the problem comes from.
When trying the same thing with esp-idf v5.4.2 I do not see the problem.

I'm also having the issue and might have some more insight on the matter. And maybe a solution.

In my case the library was getting pulled in even from an empty project. Running idf.py create-project test followed by idf.py menuconfig would create the managed_components/espressif__esp_jpeg folder and make it impossible to build with the following error:

Compilation failed because jpeg_decoder.c (in "bootloader" component) includes freertos/FreeRTOS.h, provided by freertos component(s).
However, freertos component(s) is not in the requirements list of "bootloader".
To fix this, add freertos to PRIV_REQUIRES list of idf_component_register call in C:\espressif\esp-idf\components\bootloader\CMakeLists.txt.

Down the rabbit hole, I remembered that I followed this tutorial https://esp32tutorials.com/esp32-cam-esp-idf-live-streaming-web-server/ on how to build an esp32-cam project a couple days ago. The tuto suggested to add the content of this git https://github.com/espressif/esp32-camera in the components folder of the the esp-idf folder. It felt wrong but since I'm new to the whole idf toolchain, I went for it.

Turns out that removing this esp32-camera folder from the esp-idf components folder is solving the problem of getting esp_jpeg automatically referenced in all projects. I can now add the esp32-camera with the component manager (most probably as it should be) and build properly.
