[e2e] Add option to stop tear down process so testers can perform manual checks which can help with building tests

Currently in the e2e tests, there is no option for testers to stop the teardown for the etcd-test-cluster. This leads to the immediate deletion of the etcd-test-cluster post passing/failing of tests.

We ideally want to introduce an option using which we can stop the teardown process.
