parameter no effect

What happened?

etcd version 3.5.18-3.5.22
set parameter in file no effect
parameters:
raft-read-timeout
raft-write-timeout
grpc-* occurs error!
but can be set through command line

What did you expect to happen?

i set like this in file, but no error report

i saw source code, no related check parameter for raft-read-timeout and other paras

when i set like this: raft-read-timeout: s10s
it no error report, why?

Otherwise, how to verify parameter take in effect?

@BBQing when i set grpc-* relared parameters it also occurs error like this:
[etcdmain/etcd.go:66] failed to verify flags
error unmarshaling JSON: while decoding JSON: json: cannot unmarshal string into Go struct field configYAML.grpc-* of type time.Duration

The duration unmarshaling should be fixed by follow up to this PR #20360
The raft timeout settings are not implemented for the the case of configuration from file (seems like it was overlooked in the past). I can take care of it.

grpc-* related parameters also have the same problem.
And please check all parameters exposed in commandline to take effect in file, thanks.
