Bump to Go 1.24.10 / 1.25.4

### What would you like to be added?

Go 1.25.4 and 1.24.10 were released today, which include fixes in `encoding/pem` and `net/url` packages. According to our [Dependency management documentation](https://github.com/etcd-io/etcd/blob/main/Documentation/contributor-guide/dependency_management.md#golang-versions), we want to stay on the latest patch version. This means updating our stable branches to 1.24.10 and `main` to 1.25.4.
