Refactor Apache site for BNF

1. remove all Apache content and replace with Lorem Ipsum
2. we only need the main page, so remove all links to other pages
3. leave menu headers in place, just replace the list items with lorem ipsum
4. setup AWS infra and GitHub workflow to publish to aws static s3/cloudfront to host the site. the hosted zones for dev and prod have been created and the registrar has been updated.
