With the addition of the status chip, the top title area is getting crowded. The Send to... button is beginning to be cut off at some of the longer stage names when viewed with a tablet. To fix this and other potential issues, we will remove the progress bar after the drafting is complete. This bar is most helpful when a user is drafting and is not needed for the later stages since the bar always shows full.

• On the edit/drafting page, when a resource is moved to Peer Check, remove the progress bar from the top of the page.
• Move the Send to ... button to the right so it lines up with the user menu in the top bar to provide more space for the elements in that title area.
