Website: Add 'Final' and 'Living' to draft stage conditions

This PR will

• address "Citation" bug - All citations include [DRAFT], even if the proposal is final #11140
• introduce the display status of "Final" as well as "Living" EIPs, like this

I have used the exact same color as "Last Call" but different emote icons for "Final" and "Living" statuses.
The text background-color can be changed to any other color if EIP editors choose to give a unique color to each status.

The "Citation" includes a status tag for every EIP, except when the EIP status is Final or Living.

imo since EIPS final/living are a much smaller number, FINAL. LIVING should be attached to them instead of other way around, since old citiations of non final EIPs will probably not get updated and will cause confusion.
also these words will act more like medals

To be clear, do you recommend explicitly labeling only Final and Living EIPs in citations and not any other status?
I mean, this is possible, but it will be helpful to have all editors onboard with the idea. Would you recommenda "Call For Input" for this?
