A new home for asimov

You might have noticed that the asimov repository has a new home in a github organisation!
Over the next few months I'll be moving all future development of asimov to github, and I decided that an organisation is the best place to do this, rather than my own github userspace, since this is a project many people use and have contributed towards.

I'm also seeking feedback on the new roadmap which will see asimov reach stability (i.e. v1.0.0) in time for the fifth observing run of the current generation of gravitational-wave detectors.
