check WEF/TIL (and DB credentials) in export functions

All export_ functions should check:

• whether WEF/TIL are valid timestamps, i.e. trap any errors from parsedate::parse_date()
• whether WEF < TIL
• whether the relevant environment variable are set for the DB credentials
