feature: windows arm64 builds

Windows has started shipping on arm64 too, with Microsoft Surface devices. Can a windows ARM build be added to ffmpeg-static? 

For example the one here: https://github.com/BtbN/FFmpeg-Builds/releases which is also linked from the ffmpeg website so seems legit: https://ffmpeg.org/download.html
