electron vs chrome

irrespective of headless or headed mode i can repoduce the CI failures locally, the only thing working reliably is chrome headed, but ff and electron fail. This is a problem, since we are hoping to ship an electron app. We need to make sure that everything works on electron headless.

The use case is actually quite clear and documented, the fix imv isn't to rewrite how cypress operates, but to use the webpack-confg.js generated by theia for local modifications to match the new webpack 5 hotness. eclipse-theia/theia#9751
