[TEST] Setup a build of jupyterbook docs as PDF

Description / Summary

Once jupyter-book/jupyter-book#1422 is merged we will be able to add a test that:

1. builds jupyterbook docs as a pdf via pre-commit hook that builds a conf.py that we can then use sphinx to build the pdf without needing jupyter-book CLI

Value / benefit

Adds a test case to build a more complex "real-world" project.

Implementation details

Restore's a previous test case that was removed so this repo doesn't have a dependency on jupyter-book
