Acceptance Criteria
Fully functional API endpoints to allow department HRs to perform tasks such as opening/closing applications and change their application questions. This can later be implemented as a command. Application questions should be uploaded as a YAML file via a command which is read and then its contents sent to the API endpoint so that it can be stored in MongoDB, given that its contents matches the schema.
