Rank Command

### Acceptance Criteria

Fully functional API endpoint and discord command which utilises the endpoint to allow department HRs to rank members within a group. People using the command should not be able to rank themselves or be able to change a user's rank to be above their own (ie. A Department HR cannot rank a group member to O5).
