This issue also occurs with other systems running windows 11 and windows 7 as well.

Did you try installing the build tools like the error suggests?

error: Microsoft Visual C++ 14.0 or greater is required. Get it with "Microsoft C++ Build Tools": https://visualstudio.microsoft.com/visual-cpp-build-tools/

Note you should reboot after doing so.
