Not able to download en_core_web_sm in jupyter notebook.

The error indicates that Python is unable to connect to the internet. This could be due to a number of issues, but the first thing to check is if the runtime is being blocked by a firewall. I'd also suggest running the Windows Network troubleshooter to eliminate common causes.
