Hi @avijitghosh77, I'm unable to reproduce this. Please provide more information on the system which you're trying to install en_core_web_sm on.

I am on dell laptop running windows 10, intel core i5 8th Gen and using Jupyter notebook

OSError: [E050] Can't find model 'en_core_web_sm'. It doesn't seem to be a Python package or a valid path to a data directory.

Looks like you haven't installed en_core_web_sm. In Jupyter this should work with !python3 -m spacy download en_core_web_sm.
