NSIS is missing in Windows 2025 #261
Description
According to actions/runner-images#12677, NSIS is missing from Windows 2025 (which is now latest).
and it seems indeed to be missing. We are forcing windows 2022 for now.
In the future, either install NSIS or migrate to another installation mechanism for Windows like MSI (preferred)
