Add refreshonly to some resources #62
Description
Similar to Puppet's built-in Exec resource, it would be handy if intentionally non-idempotent f5 resources supported a "refreshonly" attribute, so that they will only happen if they are notified or subscribed to something that Puppet has to change. The two resources that could use this are:
f5_configsync
f5_command
