Update Radius version

General

The dapr-picture-analysis repository offers two options for deploying:

1. Radius
2. Azure Container Apps

Since Radius hasn't reachend version 1.0.0 yet there are frequent changes.
The current version of the project utilizes 0.40. However based on the GitHub repository there is already version 0.54.0 available.

Description

Update the related files to the newest radius version.
