Description
While running migrations to update cluster and identity relationship in cluster service, I have found that we have some users which doesn't have valid cluster url. I found that there are some user which doesn't have valid cluster url. e.g. https://auth.prod-preview.openshift.io/api/users/ee0d6763-77f2-41d3-858b-bca8e4c1044c
I have seen 15 users which has invalid cluster url
