Only opensource configerator/structs/neteng/fboss/thrift/common.thrift

Summary:
We have other thrift files and BUCK in this
https://www.internalfb.com/code/fbsource/fbcode/configerator/structs/neteng/fboss/thrift/ directory,
like package_versions.thrift and sdk.thrift.
D93127796  only needs common.thrift for FBOSS FSDB.
Let's just open sourcing configerator/structs/neteng/fboss/thrift/common.thrift for now
