Cmake building static library fails on MSVC

I'm trying to compile it as a static library for multiple platforms and it fails on MSVC with the error " CXX: needs to be enabled before use."

with this tiny change I can compile correctly
dev...dimitre:zstd:dev

this seems to be the problematic line in Cmake

ADD_ZSTD_COMPILATION_FLAGS(ON ZSTD_ENABLE_CXX ON)
