GPU Not Utilised

I have been testing the demo.py file using my camera and I realized i am only getting something like 5-6fps on a 2080 MaxQ (the 5.04it/s value refers to FPS?)

When i try nvidia-smi on my terminal it shows GPU utilization of about 60%. Is that suppose to happen or is there a bottle neck somewhere? I do not see that cv2 is limiting the fps of the code?

I am new to CV and ML so any help is appreciated.
