Why C4 backbone is slower than corresponding FPN backbone?

As per the information here, the ResNet C4 backbone is almost 2.5x slower than the corresponding FPN backbone. As per my understanding of the FPN paper, the FPN backbone needs to be a little slower. I think I might be missing any implementation details, etc. Any help would be appreciated. Thank You
