Could you support NEON SIMD for RabitQ?

Hi, I checked rabitq_simd.h and found that it only supports x86 SIMD intrinsics. Is it possible to add NEON SIMD? Thanks.

Hi, currently this is an item tracked in our backlog. We are prioritizing the dynamic dispatch work currently.

Feel free to submit a PR with the necessary changes otherwise we will implement it in priority order.
