Add BARMM Special Geographic Areas: Municipalities and Barangays

Please add the municipalities of Special Geographic Area and their respective barangays. SGA is under the region of BARMM.

SGA don't have official provinces to associate with that's why it's not visible at the provincial and regional level. It is possible to add the affected SGA municipalities directly to BARMM at the regional level, but this might introduce inconsistencies when visualized together with provinces. In other words, we have to mix provinces and municipalities in a single regional vector map for the case of BARMM. I'll think about it, any suggestions?
