Combine Low Res Region Files

This might be a noob question but is there a way to combine low res files to build a single file? For example your region, i dont want to upload 17 json to my map. For context, i'll use this map in my powerbi to get the a certain sales for different regions.

Note: i've already look up the PSGC version but it's high res and my PBI desktop keeps on crashing. Thank you!
