A working Mega Drive ROM of Monster World IV can be extracted both from the PSN and XBLA releases of Sega Vintage Collection: Monster World. The method has been shared by celebi23 in the No-Intro forums.

I extracted “Monster World IV (USA, Europe) (En,Ja) (PS3, Xbox 360).md” from the EBOOT.ELF using a hex editor while comparing it to the size of the rom found in the Genesis Mini. Here are the offsets to look for in each version:

Xbox 360
I extracted default.xex from "58410B72/000D0000/3550110848A54CEC2AACABC31B5781D6ADF8830D58" using wxPirs.exe. I converted/decrypted default.xex into default.exe using the command "xextool.exe -e u default.xex" in XexTool.
I extracted “Monster World IV (USA, Europe) (En,Ja) (PS3, Xbox 360).md” from default.exe using a hex editor while comparing it to the size of the rom found in the Genesis Mini.

Sega Vintage Collection - Monster World (World) (XBLA)
Start offset: 0x1F6F0
Ending offset: 0x21F6EF
Size: 2097152 Bytes

I can confirm that the method works for the XBLA release. The extracted ROM seems to be different from both the Wii Virtual Console as well as the one released on the Mega Drive Mini (which seems to be identical to the ROMs in the Wonder Boy Collection by ININ Games and the bonus game for the 2.5D remake of Monster World IV).
