How to prevent empty frames? Setup max num + cols?

I setup Group Speed Dials on my Chrome Browser.

It currently looks like in the attached snapshot.

How can I tell GSD to suppress empty speed dials?

Where can I define the maximum number of cols and rows?
It setup it in the past but cannot remember where exactly.
I didn't found it in WExt settings
