Hygiene: move Releases config to Goreleaser

This repo is currently using https://github.com/actions/create-release which has been deprecated since 2021-03.

The Fastly CLI is using Goreleaser -- https://github.com/fastly/cli/blob/main/.goreleaser.yml -- which we should switch to at some point.
