Explanation of Rules?

Hi there,

It would be great to see an explanation of the basic rules. For example: Puzzles should focus on latest versions of Rails and Ruby.

A few ways to give users a place to read up on the rules:

• The README in this project
• A new rules command in the Discord bot
• A home page at https://ruby-or-rails.fastruby.io
• The post-installation message in a Discord server

At least one of them would be nice.
