Not receiving webhook events for the Instagram messages

After following the documentation on the repo as well as the one in facebook doc: https://developers.facebook.com/docs/messenger-platform/instagram/sample-experience

We have a setup with the following configuration.

App ID
App Secret
Page ID
Page Access Token
Instagram Account connected to Page
Instagram Account(s) registered as test accounts

But on sending a message from my test Instagram account to the connected account, No events are received on our webhook endpoint. Could you help with any pointers?

Additional information

• Triggering a test event from /app_id/webhooks/ in the developer console works
• The app is still in development mode
• app review for pages_messaging permissions isn't done

@danconger We are trying to build the integration with the example payloads and then submitting the app for review.

Both Instagram accounts need to be "Account connected" with a Facebook account that is a tester on the App if you're not approved for Advanced access yet. Also, make sure the app is live (some webhooks fail if it is not), you'll only be able to do this once your business is verified.
