Constraints need to be enforced in the range (0-100)?

Was working with the TUI library, and found this

pub enum Constraint {
        // TODO: enforce range 0 - 100

         Ratio(u32, u32),
         Length(u16),
         Max(u16),

    } 

I went through the code and I could not find this implementation. Should I open an issue for it?
