Access the application as a returning user
Description
User story
As a returning user, I want to access the application using my existing account, so that I can continue where I left off.
Acceptance criteria
- Returning users can navigate to the access page
- Users can provide the required information to prove their identity
- Incorrect information results in a clear and helpful message
- After successful access, users are taken to the main application area
- Users who already have access are not prompted to create access again
