Investigate dropping python-dateutil from ELN

We should not have python-dateutil in RHEL. The Python Maint team does not maintain this package, and we likely don't have the resources to drive its removal, but we can provide guidance.

fence-agents bundles a bunch of dependencies that we don't want to maintain standalone in RHEL, several of which use dateutil:

• python-adal
• python-azure_mgmt_compute
• python-botocore
• python-kubernetes
• python-pyroute2
• python-pyroute2-ndb

However, it is also an option to bundle dateutil itself if the need arises.
