REL: v3.8.3

This is the third micro release of the 3.8 series.

Highlights of the 3.8.3 release include:

- Improvements to the MacOS backend
  - Fix hanging on `plt.pause`
  - Fix warnings about "Secure coding is not enabled for restorable state"
- Fix crash at exit for PGF backend
