Inconsistent data between FPDS and USASpending

Hello, we've been noticing inconsistency between FPDS and USASpending and we're hoping someone here has insight into why/how this happens.

Example:

Award PIID: HC10842392001
Parent IDV: HC10842392000

FPDS: https://www.fpds.gov/ezsearch/fpdsportal?indexName=awardfull&templateName=1.5.3&s=FPDS.GOV&q=REF_IDV_PIID%3A%22HC10842392000%22&x=0&y=0

Neither the IDV award nor contract awards are in USASpending.
