Publication id missing from some URLs

Problem:

• Not all initiative URLs contain a publication id. Take the AIAct's public consultation as an example: https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/12527-Artificial-intelligence-ethical-and-legal-requirements/public-consultation_en
• This seems to be consistent across all public consultations
• The publication id should be accessible using the https://ec.europa.eu/info/law/better-regulation/brpapi/publicConsultation/<NUMBER_FROM_URL> API

Solution:

• Implement an automatic publication id extraction from URL input
