[Docs] managementPolicy notebook

Closes OpenAssetIO#75. Part of OpenAssetIO/OpenAssetIO#1209. Add a Jupyter Notebook
that illustrates usage of `managementPolicy` in general, and the new
`kRequired` and `kManagerDriven` access modes in particular.

Hence bump minimum version requirement for `openassetio`.
