Notes on new Roy/Siegfried WASM section

A recent addition to the utility is the inclusion of Roy WASM for dynamic loading of signature files and testing against Siegfried. For those who want to use this they must take note that not all browsers support the open file picker browser component.

• Browser restrictions via Mozilla.

Further, those running the code locally may see issues running the code under 0.0.0.0 versus 127.0.0.1. It is likely because 127. is more restrictive and doesn't permit external access where 0. potentially does (although my network/loopback knowledge is pretty low here).
