When closing the footer banner, the fullpage banner will also be closed (common cookie)

I am quite sure there is a problem (although I did not check):

When you close the footer banner, a cookie gets set.

The same cookie is responsible for closing the full page banner. So a person who still has the footer cookie set will not see the fullpage banner even on the 20.9. :-(

So because the Cookie expires by default after 24 hours, this would affect users who visit a website on the 19th, close the banner, then visit it again within the next 24 hours on the 20th.

I was able to replicate this locally by manually setting my OSX clock to Sept 19th and 20th.

I'm not sure a huge number of users would be affected by this given the specific workflow I described above -- but I'll look into how we can fix/improve this.

I "fixed" it by lowering the cookie expiration time to 7.5 hours for our deployment.

Cool. I'm going to leave this open as it's a good problem to solve for future use-cases of the widget - but I think we won't be able to solve it for this Friday given this lower # of users impacted and our reduced capacity. Thanks @NerdyProjects!
