Regular operating update from existing pathways

Summary
Many of the organizations have updated their operating guides for DC distributions and process. These changes will impact the the way that audits are calibrated to ensure DC is allocated within the standards of the organization. Collecting regular updates from pathways ensures that business model updates are accurate and current and reflect the clients the organizations is actually responsible.

Proposal
Serving as a Filecoin Plus (Fil+) Allocator means taking on the responsibility of distributing DataCap to clients in a transparent and accountable way. To ensure fairness and efficiency, Allocators should update and identify the types of clients they work with and be prepared to update their pathway information accordingly.

Allocators will be asked to update and complete a Fil+ Allocator Application: H2'25 form. Currently seeking feedback on these questions asked of organizations to ensure the update or completion is within the needs of the community.

This form collects essential details, including:

• Enterprise Data clients: You may need to verify KYB (Know Your Business) compliance, prevent collusion, and provide proof of economic transfer between clients and storage providers.
• Public Open Data clients: Ensuring data retrievability, verifying datasets, and maintaining a retrievability score above 75% are key requirements.
• Automated Allocation: If you plan to automate allocation, you must outline the rate limits, security measures, and verification processes to prevent abuse.
• Custom Metrics: If you propose alternative evaluation criteria, you must justify why the standard ones don’t apply to your pathway.
• Each Allocator must also define their Data Diligence process—how they confirm that clients own the data, follow local regulations, and meet Filecoin Plus program standards.

Additional responsibilities of each pathway also include:

• Setting limits on DataCap allocations to prevent excessive distribution to a single client.
• Providing a detailed funnel projection for expected DataCap usage over the next 12 months.
• Allocators must acknowledge their commitment to Filecoin Plus governance rules, transparency, and due diligence. Failure to meet these requirements can result in removal from the program.

Conclusion
By staying compliant and following best practices, Allocators play a crucial role in strengthening the Filecoin ecosystem, ensuring responsible data storage and allocation. Will be asking new organizations applying to the program to complete this updated application form, as well as existing Allocators to complete as a check in update on their business model.
