Update fip-0039.md (#1175)

Closing FIP-0039 (Filecoin Message Replay Protection) due to inactivity and lack of implementation. While the proposal addresses an important issue of replay protection, the author is no longer available for engagement, and no progress has been made since the draft stage.

Replay protection via chain IDs has been implemented for FEVM messages through FIP-0054 and FIP-0055. However, native (non-FEVM) messages remain unaffected, and this issue may resurface if/when user-programmable FVM or non-FEVM IPC/L2s are introduced.

Accordingly, the FIP is being moved from Draft to Closed status.
