Storage for use on a Web 3.0

I have been researching on filecoin and ipfs, I see that Filecoin serves as a more long-term data reserve, is there a project that pays miners to store the information, but that can be used in a live chat for example? that is, that you can interact with that information live, and that you can store more information progressively with a limit. The information should be encrypted for the miners and could only be used by users who have the corresponding hash to use it, would it be possible to do this with IPFS, or is there a currently active project that has this system?
