pdp: PDPInitPP can fail due to client state

This task can fail to initialise the dataset as the lockup rates get updated as part of the nextProvingPeriod call.

Possible solutions:

• expose the status of this task to the user and retry
• combine dataset creation on nextProvingPeriod call
• have PDPProver automatically call nextProvingPeriod
• Require that the client has a some rate allowance available when creating the dataset in FWSS - feat: floor price set to the 0.06 USDFC/month FilOzone/filecoin-services#320 might help here a bit if we can add an early check

I would vote for combining nextProvingPeriod with createDataSet. That seems like a more permanent solution.

I understand, but that is deep within PDP, and I don't think that we have time right now to open that up.
